Ten years and waiting, Govt urged to implement Farmers’ Commission recommendations

Chennai, March 19, 2016: Nearly ten years after submission of the recommendations of the historic National Commission on Farmers (NCF), its Chairperson Prof M S Swaminathan presented an analysis and an encyclopaedic overview of recommendations made in five reports submitted by the NCF between 2004 and 2006 and their relevance even today. He was speaking at an event organized by the Foundation for Agrarian Studies at Chennai on Saturday, on the subject “The Recommendations of the National Farmers Commission: A Ten-Year Balance Sheet”.

Calling for strong and comprehensive policy support to revitalize agriculture, he shared the vision of the NCF. “I had said at the very first meeting of this Commission that it would represent the voice of the farmer. There have been many commissions for agriculture the world over, but this was really unique in its effort to represent the voices of the farming community.”

Hannan Mollah, General Secretary of the All-India Kisan Sabha, explained how and why the farming community and the mass organizations of farmers and agricultural workers supported the NCF’s recommendations and urged the Government to implement them in the context of increasing agrarian distress. “We tell farmers to say ‘No’ to suicide, to identify the problem, unite and fight. If agriculture dies, the nation will die. We want all sections of the people, intellectuals, writers and journalists to come forward and support the farmer” was his impassioned plea to the audience.

Chairing the session, N Ram, Chairman, Kasturi and Sons, publishers of The Hindu group of newspapers, said “The NCF’s recommendations are the most important recommendations in several decades.” He lamented the decline in coverage of agriculture in a systematic manner by newspapers and other news media, in terms of focusing on the agrarian crisis and what is important in science and technology towards facilitating solutions and policy changes.

The website of the Foundation for Agrarian Studies www.fas.org.in – a unique effort designed and maintained pro bono by TNQ Books and Journals, to provide an agriculture-related repository of studies, research material and publications – was launched on the occasion. V K Ramachandran, honorary Managing Trustee of the Foundation for Agrarian Studies (FAS) and Editor of the Review of Agrarian Studies, gave an overview of the studies conducted by FAS in 10 States, providing deep insights into agricultural and developmental issues in rural India.

The day-long seminar featured a series of presentations on results from rural surveys conducted by FAS for discussions with the audience of researchers, representatives from farmers’ organizations, and academics.

The Demo Day is a pan-India hunt for startups by Startups Club and an opportunity to facilitate meetings with investors to pitch ideas directly, to get validated and get funded. Technology Business Incubator (TBI) is an initiative of the Department of Science and Technology (DST), Government of India and is promoted by Society for Innovation & Entrepreneurship in Dairying (SINED). TBI promotes the concept of growth through innovations and applications of technology, support, economic development strategies for Small Business Development.

Speaking on the occasion Shri Nrupendar Rao exhorted the youth by saying that this country belongs to you. India is young as 50% of population is below 25 years and no other country is in this advantageous position and there are tremendous opportunities for the youth to capitalise on. According to Citibank and Goldman Sachs report, India which is the fourth largest economy today will be in 3rd position by 2020 and the number one economy and economic super power by 2050. Entrepreneurs initiating start ups are job creators and not job seekers, therefore you are the masters of your destiny. This journey of entrepreneurship is arduous, there will be several obstacles on your path, don't give up and continue with perseverance to achieve your goal. You should nurture loads of competitive spirit, face challenges boldly and think out of the box to be successful in your endeavour, he said.

Prof. V. Venkata Ramana said entrepreneurship, innovation and incubation was new to UoH though it was one of the finest universities in the country with extensive research being done, but were not very successful in the lab to market journey. In 2008 with the then Vice Chancellor's encouragement got funds from Government of India to set up a Technology Business Incubator, probably one of the first incubators in the country to be set up in the university system. Since than we have progressed well and currently have eight incubatee, ten patents filed, tens works in the last phase, he said.  

Technology Business Incubator Demo Day serves as a bridge between entrepreneurs, as there is much that can be achieved through collaboration amongst them. It gives an opportunity to learn about challenges ahead from individuals who took a leap into entrepreneurship and built their businesses. This platform encourages as well as supports innovation and is already working with some of the leading science and technology initiatives to facilitate this.

Coal unions defer March 29 strike

Kolkata: Coal India's employee unions have deferred the proposed strike on March 29 after a meeting with the company management, a union leader said on Monday.

"We had a fruitful discussion with minister Piyush Goyal on March 14. Today, we have met chairman and management of the company. We have raised several issues including payment of contractor workers and secured a signed minutes. In view of the positive approach, we deferred the proposed one day strike on March 29," said Indian National Mine Workers' Federation secretary general S.Q. Zama.

"We are more worried about the payment of contractors' workers. The management has assured that action would be taken against the contractors for not making payments," he said.

Police personnel injured in gangster war

Nagaur (Rajasthan): A police personnel was injured while intercepting a gangster war, late last night in Nagaur district of Rajasthan.

Five contract killers were in a bid to kill another gangster Anand Pal Singh, who is absconding from the Ajmer Jail. During the interception, the goons opened fire at one of the police and injured him.

Singh was the head of an infamous gang that is charged in multiple cases of robbery and extortion in Nagaur district and other parts of western Rajasthan.

He had more than a dozen serious-crime charges the most infamous of which was the Didwana murder case of 2006 where he and his gang allegedly went on a shooting spree killing two people and injuring six of a rival gang. After getting involved in a gang war in Bikaner Jail, Anand Singh was shifted to Ajmer Jail from where he absconded.

Kanhaiya Kumar to meet Rahul Gandhi

New Delhi: For the first time since the JNU row began and subsided, Jawaharlal Nehru University Students' Union (JNUSU) president Kanhaiya Kumar will meet Congress vice president Rahul Gandhi in the national capital today. Accompanied by delegations from the JNUSU and the All India Students' Federation (AISF), Kanhaiya will meet Rahul at 11:30 am.

This is the first time Rahul is meeting Kanhaiya following the uproar over alleged anti-national activities at the Varsity, following which the JNUSU president was sent to prison and later released on bail.

Earlier, Rahul had come out in full support for Kanhaiya amid the unrest at JNU which was accused by several politicos as being a hub of 'anti-national' activities.

Rahul, who had also joined the protest march demanding justice for Kanhaiya, attacked the Centre and Prime Minister Narendra Modi of crushing voices of dissent of students across the country and pitched for a law to protect them from "discrimination" and "suppression".

Kanhaiya has garnered support from several politicians, the latest being Congress leader Shashi Tharoor, who came under fire for saying that the student leader had several similarities with freedom fighter Bhagat Singh.

Vijayakanth to lead DMDK-PWF alliance

Chennai: 'Captain' Vijayakanth's DMDK joined hands with Vaiko-led People's Welfare Front (PWF) for the upcoming Tamil Nadu Assembly Elections 2016 on Wednesday.

While DMDK will contest on 124 seats, the PWF will contest on 110 seats - Vijayakanth will be the CM Candidate of the alliance.

Importantly, the announcement comes hours before BJP president Amit Shah is set to arrive in Chennai to fine tune party's poll strategy.

Vijayakanth's announcement will also come as a disappointment to the DMK as Karunanidhi had gone public with his hope that the DMDK will join hands with the DMK to take on J Jayalalithaa's AIADMK.

What was surprising about Karunanidhi's statement was that it had come after Vijayakant took to Facebook to appeal to voters not to vote for the AIADMK or the DMK and end the close to 50-year rule of the Dravidian parties.

For Vaiko-led PWF, joining hands with DMDK was their best bet. PWF was formed in October 2015 - It consists of four political parties: Marumalarchi Dravida Munnetra Kazhagam (MDMK), Communist Party of India (CPI), Communist Party of India (Marxist) (CPI(M)), and Viduthalai Chiruthaigal Katchi (VCK).

Salem traders anounce shut down over checks for cash

Salem: Traders in the city on Wednesday announced a shut down on March 25 protesting alleged harassment by election authorities under the guise of carrying out checks to unearth cash meant for poll purpose.

Salem Traders Union President Jayaseelan told that traders were being unnecessarily subjected to checks by election authorities affecting their business. He said a timber merchant who was returning home in his car with collection amount of Rs 3.89 lakh was intercepted by election flying squad officials.

He was made to produce all the sales bills at around midnight following which only the money was returned. Condemning such unnecessary checks of traders, traders will close down their shops and businesses on March 25, he said.

Obama concludes Cuba visit

Havana: US President Barack Obama concluded a historic three-day visit to Cuba on Tuesday. He was seen off at Jose Marti International Airport by his counterpart and host, Raul Castro.

Air Force One took off from the Cuban capital on Tuesday evening, carrying the president, first lady Michelle Obama, their daughters, Malia and Sasha, to the second and final destination of their Latin American trip, Argentina. Obama thus wrapped up the first visit to Cuba by a sitting US president since 1928.

The US delegation arrived at the airport from Havana's Latinoamericano stadium, where the two presidents attended an exhibition baseball game between the Cuban national team and the MLB Tampa Bay Rays. Obama was greeted with a thunderous ovation at the packed stadium before the game, which ended with a 4-1 victory by the visitors.

Tuesday's game was the first between Cuba and a Major League squad after the diplomatic thaw between the US and Cuba, a game laden with symbolism of the new era just starting between the two nations at odds for half a century but who have now elected to reconcile - at least partially - despite their differences.

The worldwide rejection of the terrorist attacks in Brussels also figured at the game, where a minute of silence was observed in memory of the 34 people killed in the attacks in the European city.

More than 200 people were wounded in the attacks, responsibility for which has been claimed by the Islamic State (IS) terrorist group. Obama and Castro solemnly showed their solidarity with the Belgian people, but later they got into the spirit of the festive atmosphere that prevailed at the stadium.

Six percent DA hike for central government staff

New Delhi: The central government on Wednesday hiked the dearness allowance for its employees by six percent.

Making the announcement, union Telecom Minister Ravi Shankar Prasad said the decision is in tune with the 6th Pay Commission recommendations. The higher DA to employees will cost the exchequer an additional Rs.6,796.50 crore and Rs.799.24 crore more on account of relief for persioners from 2016-17.

CBI arrests three railway officials in alleged recruitment scam

New Delhi: The Central Bureau of Investigation (CBI) has arrested three railway officials (including a goods guard) in separate cases of bribery relating to alleged recruitment in the Railways.

The CBI has arrested an official working as track man in the office of DRM, Northern Railway, New Delhi for demanding and accepting a bribe of Rs.50,000/- from the complainant.

A case was registered on a complaint against the accused working in the office of DRM, Delhi under Section 9 of PC Act, 1988 alleging that he had demanded a bribe of Rs. three lakh from the complainant for getting him recruited in the Railway Workshop as helper.

The CBI laid a trap and caught the accused red handed while demanding and accepting a bribe of Rs.50,000 from the complainant. During the course of investigation, role of another Railway official of said office came to light and he was also arrested.

Both the arrested accused were produced before the Special Judge, CBI Cases, Jaipur and remanded to police custody up to 23.03.2016.

In another case, the CBI has arrested a goods guard, South Central Railway, Guntur on the allegations of demanding a bribe of Rs.3.40 lakh from the complainant on pretext of arranging job to him as Assistant Loco Pilot in Railways.

The complainant alleged that the goods guard had contacted him and stated that he was having good contacts with senior railway officials and he could provide a job of Assistant Loco Pilot in Railways to him.

He demanded a bribe of Rs. four lakh for providing job to the complainant. The complainant's father gave Rs.60,000 by way of cheque as first instalment as demanded and the same was encashed by the accused.

However, he could not arrange the job to the complainant but again demanded remaining bribe of Rs.3,40,000 from the complainant to process the application. The CBI laid a trap and caught the accused red handed while demanding and accepting the bribe of Rs.3,40,000 by way of a cheque from the complainant.

The searches were conducted at the residential premises of Goods Guard at Guntur, which led to recovery of certain incriminating documents.

Modi, Nitish make Holi material fly off shelves in Bihar

Bihar: It is a colourful time in Bihar, but politics is not too far from the celebration of colours. Prime Minister Narendra Modi, Bihar Chief Minister Nitish Kumar and Rashtriya Janata Dal chief Lalu Yadav are in major demand for Holi in the state.

Holi this year brings 'Modi mask' and 'Modi cap' to the fore with 'Nitish pichkari' (water sprinklers or squirters) and 'Lalu pichkari' doing brisk business. The Congress leaders, though, are conspicuous by their absence from the Holi scene -- no Holi materials carry party vice-president Rahul Gandhi's or president Sonia Gandhi's pictures.

'The Modi, Nitish and Lalu material is in great demand in rural market,' shopkeeper Manjit Kumar said. Going by the mood in the wholesale Holi market in Patna city, Modi and his political rivals Nitish Kumar and Lalu Prasad are rivals in the market place too.

Shopkeeper Raju Sawarnkar said the colourful Modi cap and Modi mask are the first choice of people, particularly youth and children. But among water sprinklers or squirters, Nitish Kumar and Lalu Prasad seem to be more in demand.

The masks are selling between Rs.125 and Rs.200, depending on the locality, while the cap is going for up to Rs.80. According to Abhijit Kumar, a shopkeeper in Kadamkuan area of Patna, people are willing to pay more for a Modi picture on mask than other celebrities.

But as are the exigencies of the market, the leaders need not be selling only made-in-India product. Traders are pasting pictures of the leaders on water sprinklers imported from China. Is that going against the make-in-India campaign?

Some of the campaigning for 'safe colours' seemed to have made a dent. Manjoor Alam, selling coloured powder in the market, said people were keen to purchase herbal colours. 'I have seen this happening in the last few years. People are even willing to pay more for the herbal variety,' he added.

Kabul: At least 13 Taliban militants were killed in a gunbattle with security personnel in Afghanistan's Ghazni province on Wednesday, police said.

A group of armed Taliban fighters raided security checkpoints in Azad area of Gilan district on Wednesday, triggering a gunbattle that left 13 insurgents dead and six others injured, provincial police spokesman Fahim Amiri told Xinhua news agency.

A Taliban group commander Mullah Ghulam Rasoul alias Hazla was also among those killed in fighting, the official said. One police constable has been injured, the official added.

New Delhi: Prime Minister Narendra Modi on Wednesday said that India and Bangladesh have set an example of how neighbouring countries can build a relationship with each other.

"There was a time when Bangladesh was afflicted with pain and suffering," Modi said while jointly inaugurating via video-conference with Bangladeshi Prime Minister Sheikh Hasina a power transmission line and an internet connectivity project between the two south Asian nations.

"Today Bangladesh is progressing to achieve greater heights... We are setting an example for the world how to build relationship with neighbours," he said. The new power transmission line will link Surjyamaninagar in Tripura with South Comilla in Bangladesh. India will export 100 MW of electricity through this line.

The leasing of internet bandwidth from Akhaura in Bangladesh to Agartala, apart from helping the people of Tripura to avail more reliable internet connectivity, will also improve internet speed in the entire northeastern region.

India's BSNL has leased 10 GBPS bandwidth of Bangladesh Submarine Cable Company Limited from its Cox's Bazar internet port. Modi said the power transmission to Bangladesh has provided yet another opportunity for the development of the south Asian nation. Regarding the internet connectivity, he said this was an era of communication and it was an opportunity to strengthen the power of communication.

"Opening of the eastern gateway of digital world with Bangladesh in itself is a great opportunity of creating awareness for the youth, especially in the northeastern states of the country," the prime minister said. He highlighted the multiple channels of increased connectivity between the two countries in recent times, including road connectivity and digital connectivity.

Modi offered all support to Bangladesh for the launch of the Bangabandhu satellite. He also extended his best wishes to the cricket teams of both countries for the T-20 World Cup match scheduled for Wednesday.
