Responses to Budget Expectations from Healthcare Industry

India has come a long way in healthcare with the life expectancy almost doubling from what it was in the 1940’s. The public sector contribution to healthcare remains at around 1%. While health has largely been seen from a context of social sector it is important to realise that health can be a driver of GDP.

GDP spending would need to increase in line with the proposed increase to 2.5% by 2020. Availability of infrastructure and trained manpower remains a challenge. Private contribution could come if Healthcare were given the infrastructure status. Service tax exemption on healthcare education would also act as an incentive, where this could be further invested in improving the educational facilities.

Through an extension of its Skill India and Start-up India Initiatives, a clear policy would need to be drafted to expand & initiate the following;

     1. Create a strong talent pool of scientists and encourage innovate through promotion of on-going Industry-academia collaborations in both curriculum design and training and collaborative research.

     2. Venture capital funds focused on investments in biotechnology and biomedical engineering, all contributions to these special funds should be eligible for weighted average tax deduction

    3. Dynamic (as against a set format) education syllabus to support the requirements of the industry for research and development and bring in parity to those completing these courses with other certified staff (for example the Vision Technicians under the NSDC need to be recognised as hospital staff by the Accreditation bodies such as Quality Council of India).

     4. Reduce cost of care and encourage training by bringing 'Other' diagnostic equipment and consumables under the lowest slab of Customs/Central Excise Duty

     5. Revamping the Central Universities with a Industry Representation to nurture talent and to act as sourcing channels for the industry

     6. Encourage setting up of hospitals in tier 2 cities by extending the tax break, thereby increasing the number of job opportunities in these locations.

Policies for newly launched start-up (recommendations for healthcare start-ups)

     1. Healthcare – delivery, devices and education have a number of gaps in India. These are veritable opportunities for Healthcare start-ups. Focus on Make for India!

     2. Health Start-ups would need to start by identifying high impact problems which can be solved through effective use of technology and innovation. Share best practices.

    3. Focus on Big Data and Preventive Care (primary care especially home based screening) seems to be aligned with the Government’s intent and this would again reduce the burden on the Indian Health system which is more reactive than proactive towards healthcare.

     4. Leverage Mobile connectivity and digitalisation to enhance access, availability and affordability of health care (the main barriers to health in India)

    5. There is also a large potential to leverage technology inputs through the proposed biotech incubators and industry academia linkages. This could result in a more structured approach towards the enterprise.

     6. IP is a critical component towards the valuation of an enterprise and it would be important for entrepreneurs to utilise the concessions and support provided under the new plan (with reduction up to 80% and facilitators)

Suggestions to increase GDP spending and efficient utilization of funds, reforms for medical devices sector focusing on 'Make in India'.

     1. The Govt would need to be clear about its “India”, health care agenda. Policies would need to be tailored for India in terms of programmes, insurance or trained and qualified human resource.

     2. Enable a paradigm shift to proactive rather than reactive health care through healthy living, with a focus on prevention and primary care through greater public spending on prevention, individual incentives for healthy living and broader engagement of multiple stakeholders.

     3. Active Pharma Ingredient should be manufactured as it is large part of generics in India. This if focussed on could provide high quality and affordable drugs and IP would increase and would also contribute to the India Pharma Market.

     4. Bio-Technology Parks needs to be established and strengthened to support existing and new entities. With an adequate research personnel and equipment, technology could be developed and thereafter licensed out to manufacturers.

     5. Integrated manufacturing hubs could be created to collocate complementary and ancillary manufacturing companies. If we want to truly MakeinIndia, the manufacturing ecosystem would need to be nurtured with technology, capital and skilled resources.

     6. Reduce the Customs duties on spares. Currently the entire device if imported attracts a duty of 11%, however if a printer (thermal) or power cable needs to be brought in, it is considered a generic device and attracts 30%. This indirectly pushes up the cost of healthcare as the incremental costs are borne by the end-user (patient)

Measures to protect Indian healthcare and pharma trade from market volatility 

     1. Reduce cost of capital for the trade through reduced interest on borrowing would allow them better cash flow and help make them more competitive in the international markets.

     2. Urgent need to establish a Central Directorate for Medical Devices. Currently the DGCI looks at around 10 devices that have been notified, and the Proposed Amendment to the Drug and Cosmetics Act, looks adding 2 members as experts to the DGCI.

     3. Allow Certification of Indian manufactured products by a central body (DGCI or QCI) and make them eligible for public procurement. Currently devices with FDA and CE certification are preferred. Getting them is laborious and often superfluous for companies not looking at export. By having our own certification body quality could be ensured and would also help promote local cost effective options.

     4. Need to have a control in place to ensure that technology imported is vetted and evaluated to register these devices. Today imported devices without any quality check can be brought into our country and used without approval.

     5. Leverage the new diplomacy initiatives to open large markets such as China to remove protectionist regimes.

     6. Improved Cold Chains would ensure vaccines and critical medicines are not spoilt by the climate fluctuations.

Artist duo set for record books after constructing largest-ever paper quilling dolls

~Artists Lavanya Nallamalli and Bhagyashri Deshpande create master piece using paper strips, fabric glue and varnish; project supported by Hobby Ideas

~Named Vanmayi and Vernica, the dolls to give out social message

Chennai, February 27, 2016: Artist duo Lavanya Nallamalli and Bhagyashri Deshpande are set to make it into the Indian Book of Records, having built two life-sized dolls, the largest such built in the country, using the ancient art of paper quilling. Paper quilling is an art that dates back to the 15th century Renaissance era and is characterized by its use of materials limited to just paper strips, fabric glue and varnish. The project was supported by Pidilite’s Hobby Ideas, a premium chain of art, craft and hobby stores, which supplied the artists with fabric glue.

Nallamalli, a resident of Chennai, and Deshpande from Mumbai used paper quilling to construct two three-dimensional dolls, each five feet tall and attired differently in Traditional Bridal and Rainbow colours. In all, it took the artists 1000 man hours, 20,000 paper strips of 3mm size for the traditional doll, 15500 paper strips of 5mm & 1500 strips of 3mm for the Rainbow doll, 120 bottles of 80 ml each of fabric glue and an endless amount of passion to build the two dolls. They have applied to the Indian Book of Records seeking recognition for their remarkable accomplishment.

The dolls named as Vanmayi, Traditional Bridal Doll and Vernica, Rainbow Doll will also give out the social messages. Vernica holds globe in hands together with "GO GREEN" message on top of Globe to convey "GO GREEN AND MAKE LIFE COLOURFUL” resembling rainbow colors used in doll. Whereas Vanmayi has a book in her hands to convey "EDUCATION IS REAL WEALTH AND NOT THE DOWRY".

The artists, Lavanya Nallamalli and Bhagyashri Deshpande, said: “It is extremely satisfying to see our work of art and the passion we poured into it being applauded and appreciated. Paper quilling is a unique and ancient art and we feel privileged to be its torchbearers. Hopefully, our accomplishment and the exhibition stir enough interest to inspire budding artists to take up this art. It would be a privilege to pass it on to the next generation. We are extremely grateful to Hobby Ideas for their support.”

India-South Africa Match fixing controversy of ‘99: The year 1999 saw one of the most prominent names in cricket being shrouded in a cloud of controversy. Mohammad Azharuddin one of India’s most accomplished batsman and also one of the most successful captains of India found himself in the centre of an ugly match fixing fiasco.

South African captain Hansie Cronje went on record naming Azharuddin as the one who had introduced him to the bookies. This shifted the entire focus on Azharuddin whose house was raided by income tax officials for proof. Former recipient of the Arjuna Award, Azharuddin faced a life ban from all forms of cricket by the BCCI and ICC as the whole of India watched in shock.

Mike Denness and Indian cricket team incident: Mike Denness, a cricket match referee, found six Indian players guilty of various offenses like ball tampering and excessive appealing during a test match between India and South Africa in 2001. The likes of Sachin Tendulkar, Virender Sehwag, Sourav Ganguly and Harbhajan Singh were handed suspension for one Test match as a result of this. Protestors took to the streets and burnt effigies of Denness, while the matter was raised in the Indian parliament, with the press terming Denness as a racist.

Monkey gate scandal racism allegations: During one of Australia's ODI tours in India in October 2007, Andrew Symonds was subjected to monkey-chants from some members of the Indian crowd. Media also reported that Harbhajan Singh had called Symonds a “monkey” but the matter was privately resolved as Harbhajan explained he meant something else that sounded like “monkey”. However the cricket world was abuzz with allegations of racism being thrown on Bhajji.

The Chappell–Ganguly controversy: In 2005 Greg Chappell took over from John Wright as the Indian coach. A series of dressing room arguments and highly publicized disagreements between the coach and the Indian Captain-Sourav Ganguly led to a huge fall out within the team. The dispute resulted in the removal of Ganguly from captaincy, being dropped from the ODI team and protests in Kolkata against Dada’s removal

IPL Spot fixing controversies: When it comes to Indian Cricket controversies, the much celebrated Indian Premier League does not fall far behind. In 2013 two of the most popular franchises of IPL – Chennai Super Kings and Rajasthan Royals were suspended from the tournament for spot fixing. China suspends over 580 social media accounts

Chinese authorities have suspended more than 580 social media accounts, including those of popular commentators, for spreading rumours, confusing people or going against the constitution.

A statement issued by the Cyberspace Administration of China (CAC) said the suspended accounts include those of "celebrities" on the popular microblog Weibo who had thousands of followers.

It accused them of "ignoring their social responsibilities, abusing their influence, staining the honour of the state and disrupting social order".

CAC said it had also ordered other websites to remove more than 2000 rumours affecting people's daily lives, transportation, food security and public policies. The statement comes amid efforts by China to tighten internet censorship.

From March, it will begin controlling the content published by foreign companies online.

These companies cannot directly publish their "creative content" on the web, including games, animation, comics, audio or video recordings, without the prior approval of the State Administration of Press, Publication, Radio, Film and Television.

New Delhi: JNUSU President Kanhaiya Kumar has told a Supreme Court-appointed lawyers' probe panel that he was beaten up, pushed to the ground and injured by men in lawyers' robes before the police, when he was brought to the Patiala House court premises on February 17.

"When the police brought me inside the court's gate, a mob of men in lawyers' robes attacked me. It appeared as if they were ready to attack and they were calling others also. I was assaulted.

"The police escorting me tried to save me but the police officials were also beaten up," he said while narrating the sequence of events to the lawyers' panel in a video shown on television channels today.

The panel of six advocates -- Kapil Sibal, Rajeev Dhavan, Dushyant Dave, A D N Rao, Ajit Kumar Sinha and Haren Raval, had visited the Patiala House courts premises on February 17 after the apex court was informed that Kanhaiya was beaten up during his production before the magistrate.

In another instance when he was attacked, the police, who were there, did not do anything, he said. After Kanhaiya narrated the incident to the panel inside the courtroom, Sibal called DCP Jatin Narwal and enquired from him about it.

"How did you allow the attack to take place inside court premises? Your men were there. What were they doing? How he (man who attacked Kanhaiya outside the gate of the courtroom) was allowed to come inside," the panel members asked the DCP. Responding to it, Narwal said, "he came with the escort party and entered the room adjacent to the courtroom."

The panel members then called other police officials and asked them about the incident and they replied that the person who attacked Kanhaiya had claimed that he was his lawyer.

Kanhaiya told the panel that when he was assaulted, he fell down and sustained injuries and at that time he could not see what the police was doing.

To this, Sibal asked the DCP, "that means police was there and they did nothing." The student leader told the panel that the person, who had attacked him, had come to the adjacent courtroom and he had told his teacher about it.

"I told my teacher that this man was assaulting me and then the police asked that person about his identity. He in turn questioned the policeman and asked him to show his I- card. That person left the place in front of the police and the police did nothing. He could have been apprehended there itself. I had told the police that this man had assaulted me," he said.

On February 17, a bunch of rowdy lawyers had launched a brazen attack on Kanhaiya, journalists and others and also indulged in stone-pelting and hurling abuses on the panel of senior lawyers.

The first day of the program included a symposium on post operative acute kidney injury and the meeting was presided by Padma Bhushan Dr. MK Mani renowned nephrologist from the US, Dr. Ravindra Mehta also participated in the program.

Acquisition of Cement Units of Jaiprakash Associates Limited

Mumbai, 28th February, 2016: UltraTech Cement Limited has today entered into a binding Memorandum of Understanding with Jaiprakash Associates Limited for the acquisition of its identified Cement plants having total cement capacity of 22.4 mtpa (including a 4 mtpa plant under implementation at a cost of Rs. 470 crores) situated in the states of Madhya Pradesh; Uttar Pradesh; Himachal Pradesh; Uttarakhand; Andhra Pradesh and Karnataka.

The assets will give the Company access to the newer markets of Satna, UP East, Himachal Pradesh and Coastal Andhra where it does not have a presence as of now. Upon consummation of the proposed transaction the Company’s cement capacity will stand augmented to 90.7 mtpa (current 68.3 mtpa). The parties have agreed to an Enterprise Value of Rs.16,500 crores (rupees sixteen thousand five hundred crores only).

The transaction is subject to definitive agreements and regulatory approvals as may be required.

Chennai, 28th February, 2016: In a grand culmination of Tractors and Farm Equipment Limited’s (TAFE) ‘Be a #FarmDost’ School Contest, over 200 students from Chennai, Coimbatore, Madurai and Trichy attended the ‘Be a #FarmDost’ Award Ceremony held at TAFE’s JFarm in Kelambakkam on February 28, 2016. The award ceremony was graced by, TAFE Chairman and CEO, Ms. Mallika Srinivsasan who also felicitated all the winners of the ‘Be a #FarmDost’ contest. In attendance were more than 350 students, teachers and parents who had embraced the ‘Be a #FarmDost’ initiative. These participants were part of the 63 schools from the four cities visited by TAFE as part of its ‘Be a #FarmDost’ initiative to recognize the farmer for his contribution to the society and the nation at large.

The award ceremony felicitated both students and schools from each of the four cities (Chennai, Coimbatore, Madurai and Trichy) who participated in the ‘Best #FarmDost Award’ and ‘#ThankYouFarmers Award’ respectively.

The awards were also presented to participating students and schools in a special ‘#FarmDost Social Award’ category. A ‘Champion of Champions’ Award was also presented to three schools – The Fathima Matriculation Higher Secondary School, Chennai; Sevalaya Mahakavi Bharathiyar Higher Secondary School, Chennai and Yuva Bharathi Public School, Coimbatore, from among all the participating schools (four cities) based on the combined participation percentage in the ‘Best #FarmDost Award’ and ‘#ThankYouFarmers Award’. Among the students, Ms. G. Nithya Dharsini from National Model Matriculation Higher Secondary School, Coimbatore was crowned the ‘Champion of Champions’ from among all the participating students (four cities).

The ‘Be a #FarmDost’ Award Ceremony offered students the opportunity to experience the joys of a farm. With TAFE’s JFarm – an adaptive agri-research centre spread over 200 acres, as the venue, the award ceremony was the perfect place for students to receive a hands-on experience in a farm. The agenda for the day in addition to the ‘Be a #FarmDost’ Award Ceremony included, an organic farm trail with opportunities to harvest crops, tractor ride, knowledge sessions on farming by eminent agriculturists and interaction with farmers.

Hyderabad: A FIR charging vice president Raul Gandhi, CPI-M leader Sitaram Yechuri, Delhi Chief Minister Aravind Kejriwal and others with sedition was registered at a police station here on Sunday.

On the direction of a city court, the Saroornagar police station in Cyberabad police commissonerate registered the FIR against Jawaharlal Nehru University Students Union president Kanahiya Kumar, student Umar Khalid and the politicians from the Congress, the Communist Party of India-Marxist and the Aam Aadmi Party.

Communist Party of India leader D. Raja, Congress leaders Ajay Maken and Anand Sharma and Janata Dal-United leader K.C. Tyagi have also been named in the FIR. The case has been registered under section 124 A (sedition) of the Indian Penal Code.

Police took the action after a metropolitan magistrate issued the orders on a petition filed by a lawyer, requesting the court to forward their complaint to the police station under section 156 (3) of the Criminal Procedure Code for investigations.

Janardhan Goud, the petitioner, had told the court that though he approached the police station on February 14 to register the case, police declined to do so.

The lawyer alleged that that anti-India slogans were raised during a protest organised by the two statudents at the JNU on February 9 against hanging of Parliament attack convict Afzal Guru.

He said Rahul Gandhi and other leaders also committed sedition by visiting the JNU to support the students who had raised anti-Indian slogans. Police said they will seek legal opinion before taking further action in the case.

23 killed, 59 hurt in Iraq bombings

Baghdad: At least 23 people were killed and 59 others injured in back-to-back explosions in the east of Baghdad on Sunday, an Interior Ministry said. "The latest reports said that 23 people were killed and 59 injured in the twin bomb attacks in Mreidy Market in Sadr City district," Xinhua cited sources as saying.

The incident occured when a booby-trapped motorcycle went off at the crowded popular marketplace in the predominantly Shia district of Sadr City in eastern Baghdad, the source said.

Minutes later, a suicide bomber blew up his explosive vest at the scene, the source added. The powerful blasts destroyed several nearby shops and many stalls and set fire to several civilian cars, he said.

The attackers apparently followed the old tactic of first creating an initial explosion to attract security forces and people, and then setting off another blast to inflict heavier casualties. Earlier, a UN report estimated more than 22,300 people were killed or injured in armed conflicts in Iraq in 2015.

CBSE class 10, 12 board exams begin from today

New Delhi: Examinations for class 10th and 12th CBSE board are set to begin from today as nearly 15 lakh students are expected to appear for 10th and over 10.5 lakh for the 12th exams.

The exams for class 10th will continue till March 28th and class 12th exams will end on April 22nd. The first examination for Class 12th students will be English for core as well as elective papers.

While the first paper for Class 10th students will be on dynamic retail, information technology, security, auto technology and international tourism. The examination for the main subjects will begin tomorrow with science theory and practical papers.

Prime Minister Narendra Modi in his Mann ki Baat address on Sunday had wished the students. Cricket legend Sachin Tendulkar and Chess maestro Vishwanathan Anand joined the Prime Minister in wishing the students.

New Delhi: Prime Minister Narendra Modi on Tuesday greeted Bihar Chief Minister Nitish Kumar on his birthday, wishing him a long and happy life. "Birthday wishes to Bihar CM @NitishKumar ji. May he be blessed with a long and healthy life," the Prime Minister tweeted.

Congress leader Rajeev Shukla also wished the Chief Minister on Twitter. Earlier, Nitish had said that Prime Minister Modi had failed in the "examination" of the General Budget for 2016-17, which was disappointing.

"They have been talking about development of farmers, agriculture, but nothing concrete has been seen. When he was talking about the farmers, we hoped that what they had promised during the election in 2014 that the minimum support price will be decided by adding 50 percent with it. This is the third year and they have not yet fulfilled it," Nitish told reporters.
