Parliamentary panel slams Goa for anti-coconut tree law

A parliamentary standing committee on science and technology, environment and forests on Saturday slammed the Goa government for passing an amendment de-recognising the coconut palm as a tree.

The committee, headed by Rajya Sabha member Ashwani Kumar, blamed the state government for its "tardy implementation of environmental laws and regulation", and recommended a review of the controversial legislation.

Addressing a press conference, following a day-long discussion with state government officials, tourism and mining industry stakeholders and civil society groups, Ashwani Kumar said: "There was the issue of the definition of forests in which a coconut tree in Goa is not regarded as a tree, is regarded as grass which we found extremely unusual.

"We have recommended that a review of the definition of tree, under the tree protection act be undertaken," he said.

"In law, we have to see the net effect of things. If the absence of a clear and an unambiguous description of a particular species, leads to its destruction, then surely the law will need to be changed," he said.

The Opposition as well as civil society has repeatedly accused the BJP-led coalition government of amending the Goa Daman and Diu Preservation of Trees Act, 1984 and dropping the tree status accorded to the coconut palm in order to hasten real estate and industrial development at the cost of the environment.

State Forest Minister Rajendra Arlekar has defended the amendment, saying a coconut palm does not fit the definition of a tree even botanically.

Ashwani Kumar, then a union minister for law and justice in the erstwhile United Progressive Alliance government, also found fault with the Goa government's track record on implementation of green laws.

He said the parliamentary committee has directed that a representative of the union ministry of environment and forests should engage with the state government to "find ways and means to implement in letter and spirit all possible laws intended to protect the environment".

"We have put on record our displeasure at the tardy implementation of environmental laws and regulation," he said.

Ashwani Kumar also raised the issue of the Investment Promotion Board, which was set up by the Goa government to facilitate speedy clearances.

"We also discussed about the single window clearances accorded by the Investment (Promotion) Board of Goa whereby a general exemption was given (vis a vis) obtaining of various clearances.

"It's not the right way to go about it. We believe that in non-notified industrial areas also, the requirement of obtaining all clearances was necessary," he said.

Delhi stuns with Negi bid, Watson most expensive at IPL auction

Bengaluru: Rookie all-rounder Pawan Negi stunned the cricket fraternity by commanding the second highest bid while veteran Australian star Shane Watson emerged as the most expensive player at the the Indian Premier League (IPL) auction here on Saturday.

Star batsman Yuvraj Singh was meanwhile snapped up by Sunrisers Hyderabad for Rs.7 crore.

On a day when the IPL franchises decided to shell out surprisingly high amounts for young Indian players, Delhi Daredevils' decison to pay Rs.8.5 crore for Negi was the highlight of the day.

Negi, who was included in the Indian squad for the World Twenty20 championship on Friday, had a base price of only Rs.30 lakh before emerging as the costliest Indian player at the auction. The 23-year-old, who is yet to make his international debut, is known for his wicket to wicket to bowling and ability to come up with the big hits in the lower-middle order.

Negi has been outstanding in domestic cricket with both bat and ball. He played for the now suspended Chennai Super Kings franchise in the previous seasons of the IPL and represents Delhi in the domestic circuit.

In the Syed Mushtaq Ali Trophy (the domestic T20 competition), he took six wickets at 33.66 at an economy of 8.71 and scored 173 runs at 86.50 with a strike-rate of 173 for Delhi.

Watson, who has represented Rajasthan Royals (RR) every year since joining them in the inaugural edition in 2008, was bought by Vijay Mallay-owned RCB for Rs.9.5 crore from a base price of Rs.2 crore.

This is first time that Watson has featured in the IPL auction since the inaugural editon in 2008. He is the only player to win the player of the tournament award twice. But his deal was annulled after the Rajasthan and Chennai franchises were suspended for two years after the IPL was hit by a match fixing corruption scandal.

A bidding war between the Pune, Bangalore and Mumbai franchises was the key to Watson's auction price soaring well above his base price.

"Incredibly excited to join such a great franchise. Looking forward to joining up with my new teammates in April," the 34-year-old posted on social networking site Twitter.

With Watson joining them, RCB will feature a power-packed squad this year. Their line-up also includes destructive West Indies opener Chris Gayle South African veteran A.B. de Villiers, India team star Virat Kohli and Australian pacer Mitchell Starc.

Yuvraj on the other hand, will make the move to Hyderabad from the Delhi Daredevils, who had bought him last year for Rs.16 crore. The veteran southpaw has been bought for a much reduced price this year, with the Sunrisers shelling out Rs.7 crore for his services. Yuvraj had a base price of Rs.2 crore.

The Daredevils have replaced Yuvraj with South all-rounder Christopher Morris, who has been bought for the same price as the Indian star. The 28-year-old had a base price of Rs.50 lakhs.

Among other big buys, Indian medium-pacer Mohit Sharma went for Rs.6.5 crore to Kings XI Punjab, while Hyderabad splurged Rs.5.5 crore for veteran left-arm pacer Ashish Nehra.

Delhi bought young Kerala wicketkeeper Sanju Samson and West Indian batsman Carlos Brathwaite for Rs.4.2 crore each. Australian all-rounder Mitchell Marsh went to new franchise Rising Pune Supergiants for Rs.4.8 crore.

Mitchell joined England star Kevin Pietersen, who was picked up for Rs.3.5 crore. The duo will join India captain Mahendra Singh Dhoni at Pune. Pietersen had a base price of Rs.2 crore.

Samson's base price was fixed at Rs.2 crore, but he went for more than double that amount after some competitive bidding between the Daredevils and newly-formed Rajkot based franchise Gujarat Lions.

Besides his batting, it was Samson's wicketkeeping skills that has made him a success with the Rajasthan Royals. With the Royals out of the IPL for two years, his performance saw him set at a base price of Rs.2 crore. The Kerala lad had represented the country in a Twenty20 series against Zimbabwe last year.

Tamil Nadu leg-spinner Murugan Ashwin and rookie fast bowler Nathu Singh were among other young Indian players to rake in the big bucks. Ashwin was bought by Pune for a whopping Rs.4.5 crore. Nathu, who had grabbed the headlines by making it to the BOard President's XI during South Africa's tour of India late last year, was picked up by Mumbai Indians for a whopping Rs 3.2 crores. Both will make their IPL debuts this year.

Meanwhile, veteran all-rounder Rajat Bhatia was bought by Pune for Rs.60 lakhs. Delhi fast bowler Pradeep Sangwan was sold to Gujarat Lions for Rs.20 lakhs.

Launches the ‘Icon Collection’

Bangalore, February’2016 : Hidesign, India’s leading luxury leather brand celebrates 38 years of heritage and craftsmanship. With centuries old skills, full grain leather, tanning with natural seeds and barks, Hidesign has created an exclusive position.

Hidesign which was started as a two-man workshop in 1978 has turned into a company of 3000 spread all over the world today. The history of Hidesign has been defined by the rebellion against uniformity and synthetic flatness of the mass market. Hidesign has always stood out for the sensuous naturalness of its high quality leather and the smooth soft glow of its solid brass fitting in the leather good.

The project has been a labour of love for Hidesign and took  over 18 months to realize. Hidesign  brings to you a limited edition collection of 11 handpicked styles by Dilip Kapur from Hidesign archives.  Also a special large format coffee table book which traces the origins of the brand (a first by any luxury brand in India).  Since last year Hidesign has created an elaborate retrospective photo-exhibition which presents some of the brand’s original 30 year old museum pieces. This exhibit opened doors in Pondicherry, then showcased in New Delhi, Mumbai and now opens in Bangalore.

As a part of the celebrations, Hidesign launches its Icon Collection which showcases some of the earliest bags. Dilip Kapur, President, Hidesign while talking about the bags says, “Hidesign’s earliest bags were a small range of our innovative bags that were a pure expression of our values and what we loved best- adventure, travel, clean design, wonderful materials that felt good, and a non-conformity that was stamped throughout the collection. As we have grown, with large collections and teams of marketing and design professionals, we still look back at our icon bags with great love as being the purest Hidesign bags.”

“The Icon Collection re-launches the earliest bags, maintaining the same purity reflected in the original bags: vegetable-tanned leathers, solid brass, cotton and leather lining and designs that have stood the test of time for the last 38 years” added Mr. Kapur.

The collection boasts of eleven classic bags such as doctor bags, briefcases, satchels and a duffel. The adventure and romance of travel is a great inspiration for Hidesign, and the same spirit is captured in the icon bags. The Hidesign lifestyle is full of travel, both for business and leisure. The passion for travel is still visible in the rugged leathers and solid brass buckles with which the brand originally started.

The Small Boxy Bag, a 1985 original was awarded as the winner for ‘Accessory of the year’ from Accessory magazine in UK. The compact bag with clean yet intrinsic design can be a perfect for all your important needs. Grazia bag has been inspired from the flapper girl describing the accessory for independent women with great style. The Safari doctor bag with its classic key lock design makes it an ideal travel bag. Castello briefcase made with soft leather and simplistic looks makes it an apt men’s bag to carry to work. Roberto duffel bag with its beautiful and natural vegetable tanning serves as an all purpose bag.

Chennai: IndiaFirst Life, one of the youngest private insurers in the country has launched a communication campaign with the goal to educate customers about the importance of insurance and retirement solutions. Its vision is ‘to make life better’ by inspiring more people to protect and enhance their lifestyles and secure the smiles of their loved ones.

While sharing his views about this campaign, Mr. Rushabh Gandhi, Director- Sales & Marketing, IndiaFirst Life Insurance said:“Though it is a well-established fact that insurance solutions offer security and long-term savings, sometimes the obvious is not so obvious. Life is a journey through different stages with changing priorities. It is the small moments of joy through this journey which create life long memories. Moments such as a happy husband and his pregnant wife thinking about their soon to be born baby, moments of happiness for a mother when she sees her newborn smile, moments when an aged father enjoys a joy ride with his young son andrelives his childhood.

Emotions like these are at the center of this campaign, which help customers realize that those life moments that bring a lot of joy, also need to be planned for responsibly. It reiterates the importance of insurance as a long term savings, protection and retirement planning tool.

The campaign spreads across 20 states, 79 cities, 560 OOH sites in the form of hoardings, bus shelters, bus display panels and outdoor signage and a social presence on Facebook, Twitter and LinkedIn. Chennai February 10: Promising to expand their base in Haryana, several leading companies of South India have offered investment proposals to the tune of Rs 3000 crore in the State.

This was disclosed by Chief Minister Mr Manohar Lal while addressing a press conferencing after having one-to-one meeting with entrepreneurs in Chennai  today.

He also announced that the State government would soon   unveil its new Labour and IT policies to give further boost to industrial sector as well as provide employability to the youth in the State. The new Labour Policy would be more industrial and labour friendly, he added.

He said that a Skill Development University is also being set up in the State and it has also been decided to constitute an Economic Advisory Council, which would have CEOs and founders of the companies set up in Haryana as its members. The State Government  has also set up Haryana Skill Development Mission for skill development of the youth. The Central Government has notified Gurgaon, Manesar, Bawal area and Panchkula as well as Barwala as Brown Field Cluster.

He said that Chief Executive Officers and Business Captains of 12 leading companies of South  India met him and expressed their keen interest in establishing their units in the State in the sectors  of logistic, manufacturing, food processing, infrastructure, glass industry and education. The prominent among these included Gati Limited, Siemens Industry Software Limited, LUKAS TVS Limited, Saint Gobain India, SCHWING Stetter (India) Private Limited and Farm Fresh Banana.

The Chief Minister also invited the entrepreneurs to participate in the Happening Haryana Global Investors Summit-2016 to be organised in Gurgaon on March 7 and 8, 2016 and also in the Haryana Pravasi Diwas on March 9. Confederation of Indian Industry (CII) is the national partner of this event.

When asked to comment  on the quantum of investment which Haryana is expecting to get during the Happening Haryana Global Investors Summit-2016, the Chief Minister said that the State Government has signed 20 MOUs with the leading companies and the Wanda Group of China alone has offered to invest 10 billion dollars in the State. Considering the overwhelming response shown by the entrepreneurs in the new Enterprises Promotion Policy -2015, we hope to exceed the target of Rs one lakh crore. He said that we have a target of providing  employment opportunities to four lakh youth in the State.

On being asked to comment on the incentives being offered to Micro Medium and Small Enterprises (MSMEs), the Chief Minister said that the State has been segregated into four sectors. He said that there is no need to get Change in Land Use (CLU) in 38 blocks. He said that under  a special scheme for start-up enterprises by first generation professionally and technically qualified youth who are CA, MBA, B.Tech.,  M.Tech. etc. with five years work experience, no state taxes would be levied up-to a turnover of Rs. three crore or three years , whichever is earlier.

In reply to another question, he said that there was no controversy over the ban on beef in the State. No one has approached the Government in this regard. The Government has already implemented an Act in this regard, he added.

On being asked to comment on the steps being taken for the uniform industrial development in the State, he said that as Haryana has been divided into four pockets – A,B,C,D, the less industrially developed areas have been kept in pocket D. He said that incentives on sale tax and self certification is being given on those areas where the presence of industries are less.

While drawing the attention of media persons towards the ‘Happening Haryana Global Investors Summit’ which is being organized in Gurgaon on March 7 and 8 and Haryana Pravasi Divas on March 9, 2016, the Chief Minister said that ‘Happening Haryana Global Investors Summit’ is being organized by the State Government with the cooperation of CII. He said that he was  holding Roadshows at five different places in the country for the success of the Summit. These Roadshows have already been organized in Delhi and Kolkata and apart from today’s  Roadshow in Chennai, he would hold two more Roadshows at Mumbai and Bengaluru.

He said that today he had detailed discussion with several CEOs of various companies and Captains of Industries and motivated them to invest in Haryana.

While referring to the significant achievements of the present State government, MrManohar Lal said that inspired by the message of Selfless Service enshrined in Bhagwad Gita, the Haryana Government had, 15 months ago, held the reins of administration to serve the masses with the commitment to eliminate nepotism and ensure ‘Sabka Saath-Sabka Vikas’ (Cooperation of all-welfare of all) as well as balanced regional development.

While reiterating the commitment of his Government to the policy of zero tolerance for corruption, he said that with a view to provide efficient services to the people in a time bound and transparent manner and without any hassle, the Government has started online services like registration of property, CM Web Portal, e-Stamp, e-Disha Sewa, CM Window, Citizen Portal namely ‘HarSamay’, CM e-Dashboard, BISWAS and e-Biz portal.

He said that emphasis is being laid on strengthening of infrastructure development and connectivity for example development of road network, expansion of health services, improvement in power network, skill development of the youth and expansion of educational facilities. The Western Peripheral Expressway would be constructed at a cost of Rs 4,115 crore.

The 136 kms long Western Peripheral Expressway that is KMP project was started in 2006 and was to be completed by 2009. But neither the previous Central Government nor the previous Haryana Government were serious about its completion. Now the present State Government has again got the work on the project started.  The 135 kms long Eastern Peripheral Expressway would cost Rs 7,558 crore.

The stretch of 70 kms National Highway No.1 of  Mukarba Chowk from Delhi to Panipat would be made eight-lane at a cost of Rs 2,129 crore. The foundation stone of these projects was laid by the Prime Minister on November 5, last. The work on Sonepat-Jind railway line is almost complete. Haryana State has got three new projects involving an investment of Rs 1,074 crore in the Rail Budget of 2015-16.

Metro rail service has commenced from Badarpur to Mujesar in Faridabad. There is a plan to expand Delhi Metro from HUDA City Centre in Gurgaon to Sohna road and Kundli in Sonepat. The work has commenced on its expansion from YMCA Chowk in Faridabad to Ballabgarh. We also have a plan to link Gurgaon with Faridabad.

The Chief Minister said that Haryana government has set up a special purpose vehicle for mass rapid transport, under which Haryana Mass Rapid Transport Corporation has been formed to make the mass rapid project functional. A Rail Coach Factory would be set up in the State. Therefore, a special purpose vehicle is being set up for which a MoU would be signed with the Railway.

He said that Haryana Skill Development Mission has been constituted for skill development of the youth and a skill development mission is also being started.A Horticulture University is being set up in Karnal. A food park would be set up at Barhi in District Sonepat and another such park would come up at Samalkha in Panipat district in the private sector.

The Chief Minister said that the Government has formulated an Estate Management Procedure Policy-2015 on the pattern of New Enterprises Promotion Policy-2015. This policy has simplified rules and procedures. Under this policy, the plot allotment procedure will be transparent. No enhancement will be charged from the allottee in future. Relaxation would be given in minimum construction parameters. A provision has been made for partial completion of the project.

For reputed projects, exemption has been granted in provisions of exit route. The provisions of plot transfer have also been simplified. The procedure for refund has been simplified for issues of plot surrender or its resumption. The procedure to give complex on lease has also been simplified. There would be no need for any sanction to make any change in the project or to mortgage the plot. Definitions of ‘services’ have been formulated.

Mr Manohar Lal said that service sector is a fast emerging area. The youth are keen to make their career in areas of e-Commerce, Banking, Hotel Management, Tourism, Management, IT and Insurance. This area has ample employment opportunities.

Several incentives have been given in New Enterprises Promotion Policy for development of service sector. Upto 25 per cent of the plots have been reserved in estates of the HSIIDC for entrepreneurs of service sector. For the professionals of first generation having five years of experience and technically eligible youth (CA/MA/B.Tech/M.Tech etc.) who will start an industry would  not have to pay any State Tax under a special scheme for business of upto Rs three crore or for three years, whichever is earlier. Such entrepreneurs would be provided with constructed areas on rent or lease in the flatted factory complexes of the HSIIDC.

While referring to the success of the New Enterprises Promotion Policy, he said that with a view to invite Foreign Direct Investment to Haryana, he  had visited USA and Canada from August 16 to 24. That was a very fruitful visit. The entrepreneurs of America and Canada, especially the Indo-American and Indo-Canadian entrepreneurs expressed their keen interest to invest in Haryana. Recently, he said that he has been to Japan and China too from January 17 to 23,2016. That visit was also very successful since the entrepreneurs have also expressed their keen desire to invest in Haryana.

He said that he had inaugurated the complex of Snapdeal in Gurgaon in November  last. Snapdeal is a unique example to usher-in startup business revolution. More than 5,000 people are employed in the Snapdeal complex at Gurgaon. Snapdeal has set up five fulfillment centres (warehouse) in Haryana. These have provided direct and indirect employment to more than 40,000 persons in Haryana. They have a capacity of two lakh square feet and Snapdeal has a plan to increase their capacity by 50 per cent, which would provide employment to more people.

He said that during last one year, 1,681 micro and small industries as well as nine medium and large industrial units have been set up in the State. They have made an investment of Rs 1,327 crore and have given employment to 39,400 persons.
